EUSR CSCS Cards
Get the right CSCS card for your role
Compliance Driven Training can support you with your EUSR CSCS card application, helping you identify the appropriate card route and understand the evidence required before your application is submitted.
From 1 October 2026, completion of SHEA does not automatically provide an EUSR CSCS card. If you require access to construction sites, you must apply separately for the EUSR CSCS card that reflects the work you actually carry out.
Your card route will depend on your current role, level of occupational competence and, where applicable, the training or qualification you are undertaking.
Before applying
Please make sure you select the card that accurately reflects your current role.
Utilities Labourer – for individuals carrying out labouring duties only.
Apprentice – for individuals registered on a recognised utilities apprenticeship.
Trainee – for individuals formally training towards occupational competence in an eligible utilities role.
Experienced Worker – for experienced workers completing the competence qualification required for their occupation.
Skilled Worker – for workers who have already demonstrated the required occupational competence.
Supervisor / Manager – for eligible supervisory, technical and management roles.
For most card routes, you will also need a valid EUSR SHEA registration.
Utilities Labourer Card
For utilities labourers carrying out labouring duties only
The EUSR CSCS Utilities Labourer Card is intended for individuals carrying out genuine labouring duties who are not working in a skilled occupation and are not following a recognised skilled training pathway.
Suitable for
Individuals undertaking general labouring activities within the utilities sector where a recognised skilled occupation or qualification is not required.
What you will need
For an initial application, you will normally require:
A current, in-date EUSR SHEA registration
A suitable passport-style photograph where required
The information required to complete your EUSR CSCS application
No additional occupational competence evidence is normally required for the initial Utilities Labourer application.
For renewal, EUSR may also require evidence that you are currently employed as a labourer.
Card validity
5 years
The Utilities Labourer Card is renewable, subject to the applicable EUSR requirements at the time of renewal.
Important
This card should not be used for skilled work. If you are carrying out a skilled role or are training towards one, another EUSR CSCS card route is likely to be more appropriate.
Apprentice Card
For individuals undertaking a recognised utilities apprenticeship
The EUSR CSCS Apprentice Card is designed for individuals who are formally registered on an EUSR-recognised utilities apprenticeship.
It provides an appropriate CSCS route while the apprentice works towards the occupational competence required for their chosen trade or profession.
What you will need
You will need evidence confirming your apprenticeship registration. Suitable evidence may include:
A copy of your Apprentice Agreement
Confirmation from your employer identifying the apprenticeship programme
Confirmation from your training provider showing the programme and start date
You will also normally need either:
A current EUSR SHEA registration, or
Accepted evidence of the relevant CITB Health, Safety and Environment test
A passport-style photograph may also be required.
Card validity
The Apprentice Card is a temporary route while the individual completes their apprenticeship.
It cannot be renewed. Once the apprenticeship has been successfully completed, the individual should apply for the appropriate Skilled Worker card for their occupation.
EUSR card
Trainee Card
For individuals formally training towards a skilled utilities occupation
The EUSR CSCS Trainee Card is intended for individuals who are registered on an approved training or qualification pathway and are actively working towards occupational competence.
Suitable for
Individuals who have started formal training for an eligible skilled utilities occupation but have not yet achieved the competence required for the full Skilled Worker card.
Examples of routes referenced by EUSR include roles such as:
Cable Jointer's Attendant Trainee
NCO Gas Trainee
NCO Water Trainee
Eligibility remains occupation-specific.
What you will need
Evidence must demonstrate that you are formally registered on the appropriate training or qualification route.
This will normally be official documentation from your:
Training provider
Employer
Awarding organisation
The evidence should clearly show your name, the programme or qualification and appropriate registration or start information.
A current EUSR SHEA registration is also normally required.
Important
The qualification and evidence required depends on the occupation you are training towards. Your eligibility should therefore be checked against the relevant EUSR occupation requirements before an application is submitted.
Experienced Worker Card
For experienced workers completing their occupational competence qualification
The EUSR CSCS Experienced Worker Card is designed for individuals who already have experience within their occupation but are currently completing the approved competence qualification or experienced-worker route required for their role.
Suitable for
Experienced individuals who are working within an eligible utilities occupation but have not yet completed the qualification necessary to obtain the full Skilled Worker card.
What you will need
You will need official evidence confirming registration on the appropriate:
Occupational competence qualification, or
Approved Experienced Worker route
The evidence should clearly identify both the applicant and the qualification or competence route being undertaken.
A current EUSR SHEA registration is also normally required.
Important
Eligibility and evidence requirements are occupation-specific. The correct EUSR occupation and qualification route should be confirmed before submitting an application.
Skilled Worker Card
For workers who have demonstrated occupational competence
The EUSR CSCS Skilled Worker Card is intended for workers who have achieved the recognised occupational competence required for an eligible utilities role.
This is the appropriate route for an individual who has completed the required qualification, registration or other recognised competence requirements for their occupation.
What you will need
Evidence requirements vary depending on the occupation but may include:
The required occupational qualification
Relevant EUSR registration
Other recognised competence evidence specified for the occupation
A current EUSR SHEA registration
Certificates and supporting evidence must relate to the applicant and the occupation for which the card is being requested.
Important
A Utilities Labourer Card must not be used as an alternative for somebody carrying out skilled work.
The exact qualification required is determined by the occupation being applied for.
Supervisor / Manager Card
For eligible supervisory, technical and management roles
The EUSR CSCS Supervisor / Manager route is intended for individuals carrying out eligible supervisory, technical or management duties within the utilities sector.
The exact EUSR card title and evidence required will depend upon the individual's occupation and level of responsibility.
What you will need
Applicants will normally need:
The supervisory, technical or management qualification required for the relevant EUSR occupation
Appropriate occupational competence evidence
A current EUSR SHEA registration
Supporting evidence should be an official qualification certificate, awarding-body record or another form of evidence specifically accepted for that card route.
Important
Supervisor and Manager applications are occupation-specific.
The correct card title and required qualification level should be confirmed before submitting your application.

SHEA and your CSCS card
Completing SHEA provides the health, safety and environmental registration required for many EUSR CSCS card routes.
However, SHEA registration and an EUSR CSCS card are separate registrations.
Completing SHEA does not automatically provide you with a CSCS card.
If you require construction-site access, you must apply for the card that matches your actual occupation and provide the competence evidence required for that particular route.
Before purchasing
Please ensure you select the correct card for your occupation.
Eligibility, accepted occupations and evidence requirements can vary between EUSR card routes. Where the appropriate route is unclear, contact Compliance Driven Training before purchasing and we will help you identify the most appropriate application route.
Applications remain subject to EUSR eligibility and evidence requirements.
EUSR fees shown are based on the published fees applicable at the time this information was prepared. Additional charges may apply for SHEA registration, training, qualifications, optional physical cards and Compliance Driven Training administration services.
Card requirements and EUSR fees may change. Current eligibility will be checked before an application is submitted.

Working in the water industry involves a wide range of hazards, operational risks and environmental responsibilities.
Poor safety awareness can lead to accidents, asset damage, environmental harm, regulatory issues and disruption to essential water services. SHEA Water training helps delegates understand the standards expected when working on water industry sites and reinforces the importance of safe behaviours, effective risk control and environmental protection.
The course supports a consistent baseline of health, safety and environmental awareness for individuals working across clean water, wastewater, treatment, distribution and infrastructure environments.
Completing SHEA Water training demonstrates a clear commitment to safety, compliance, professional standards and responsible working within the UK water sector.
